| Chapter 1, General chapter | |
·Section1, According to Hong Kong Special Administrative Region related law, the entire membership took equality, mutual benefit and voluntary as principle, made the constitution.
·Section 2 IFPA(Association for short) is a social economic and technical group of which is to strengthen industry management and carry out economic and technical cooperation activities, enhance the technological level of industries, and promote the healthy development of this industry, under the premise of guarantees of non-packaging ,implement the cyclic utilization of the resource, according to the principle of unconstraint、equality、mutual benefit.
·Section 3 The association comply with Hong Kong Special Administrative Region relevant laws, accept the management and supervision of the relevant government departments according to law, maintain the interest of social public. The lawful rights and interests and legitimate activities of the association are protected by law.
·Section 4 The tenet of the association is: to carry out and implement cyclic economic principles, policies, service for the industry, reflect the industry requirements to government, safeguard the legitimate rights and interests of members, promote and improve the economic of the industry, technical and managemental level, and promote the packaging industry, especially the development of the food packaging industry healthily and orderly, and make positive efforts for the reduction of packaging, resourceful, non-harmful and industrialization of packaging.
· Section 5 The association’s registered address and office address is in CRoom, 5th floor, Meiji Industry mansion, Xinheli, Tunmen, Hong Kong.(need detailed address)

·Section 6 the association is bridge between member and government, convey and implement the government′intention, assist the government to do a good job in industry macro-management, raise relevant proposal, reflect the aspiration and demands of industry, organize all kinds of experience communication and technical economical cooperation.
·Section 7 detailed tasks of the association are as follow:
i. To study the production, administration, product quality, raw material, facility of the industry, and propose relevant industry economical technological policies for government；
ii. To organize technical and economic information communication, make the market forecast and technical advice, do assistance among members and compensated transfer and training activities；
iii. To organize industry’s internal and outside the enterprises unify and evaluate product quality, in order to guide objectively and correctly；
iv. To strengthen to communicate in technologically and cooperate with domestic and foreign counterparts；
v. To assume relevant departments advanced product evaluation test methods, standard drafting, formulating and revising；
vi. Strengthen to contact with enterprise, understand business requirement and existing problems, communicate enterprises and contact with government departments, and play the role of bridge.
vii. To cooperate with news media closely, report timely the product which is good for association member units, meanwhile cooperate with government on fake shoddy products should be exposed and pursuit timely.

| Chapter 3 Association member | |
·Section 8.If only engage the food packaging product and relevant raw material, equipment production and research enterprise, science and technology units, tertiary institutions, these units which recognize the statute of the association and fulfill its obligations can put in application for the association,finally become the association member after approved by association and higher management discusses.
· Section 9.rights of association members:
1.Member units enjoy the right to choose and to be elected；
2.to share supervise, criticize and make suggestions rights for the work of association；
3.To share the rights of participating in the activities of association organization；
4.To share the rights of obtain preferentially the technology economic information communication materials and publications which are supplied by association；
5.To enjoy the priority of the business planned by association；
6.To have the freedom to withdraw.
·Section 10 the obligations of the Association members
1.To comply with the association ′s constitution and relevant rules；
2.To participate in and cooperate with association positively, concern about the association work, and implement the association resolution；
3.To submit relevant economic and technological information, topical material and transferred research results to the association timely and correctly；
4.To carry out compensated transfer of technology firstly and preferentially；
5.To obtain evidence and report actively the illegal enterprises, non-conforming product manufacturing enterprises and violations of relevant regulations of the state, engaged in the production of relevant enterprises, it is in charge of organizing and implement the investigation by association；
6.To pay fees timely, share the special fees be shared by association；
7.Welcome the association member units to visit study and communicate product technological and managemental experience.

section 11 relevant staff who make contribution to develop food packaging industry(including the important contributions of overseas Chinese,HongKong and Macao compatriots),may be employed as the social reputation of their duties after discussed and adopted by association.
· Section 12
Enterprise member fulfill their obligations that is ruled by constitution, meanwhile you can take part in or joint with other relevant associations, but you should not harm the interests of the association and other members, otherwise, you would be cancelled the qualification after discussed by executive member.

| Chapter 4. Association framework | |
·Section 13
The organization principle of the association is democratic consultation system, the highest authority for congress.
·Section 14 congress authorities are as follow：
1.To discuss and confirm the work plan and major issues；
2.Listen to and checkup the Annual Report of office；
3.modify the association constitution；
4.select or increase the association unit.
·Section 15 congress is joined by president unit, vice president unit, executive unit and the general director was employed as representatives of honorary positions. Congress will be held once a year, assembled by association, and it could be held in advance or delay when necessary.
·Section16 association members
1.Association members will be elected by representatives of congress, they are consisted of designated representatives of units, a three-year term, may choose to reappointment；
2.the new term committeeman list is proposed by the former office session, elected by congress adopt secret ballot on voluntary basis, candidates must be acquire more than 50 percent of present representatives can be elected as members, representatives of meeting should be more than 50 percent of voted to be elected as members, the meeting representatives should be more 25 percent than members.；
3.During close the congress, representative of association perform the authority of congress.；
4.Association meeting can be held with congress the same time, can also be convened by president and general-secretary.；
5.To checkup the annual finance, budget and accounts；
6.To supervise secretariat of the association；
7.In order to reduce the procedures to exchange person, if the present members change, it will be assumed by the new legal representative of this unit。
·Section 17 Daily works is organized and implemented by secretariat, during congress and association is closed, it is implemented by secretariat. Association secretariat report to the association regularly and accept to be supervised.
·Section 18 association secretariat functions are as follow:
1.Responsible for handling daily work；
2.To implement resolution during congress and association are closed；
3.Frame a work plan of association, and supervise, check situation of members′ implementation；
4.Preparations for the work of the next congress.
·Section 19 president vice president secretariat
The association set up one president, a number of vice president, one general secretary, they are chose by association report and be approval for a term of three years on voluntarily, they may be chose to re-election.
·Section 20. The staff in secretariat is consulted and employed by general-secretary and president, and the assessment methods and standards are instituted by association, the salaries, allowance, bonuses and welfare are discussed by association.

·Section 21. Sources of treasury
1.member units pay the income according to the regulations
2.the income of compensated services
3.The support of government and committal of domestic and international units, groups and individuals.
4.other incomes
5.The lack of treasury is complemented by president and the vice presidents′units.
· Section 22 the treasury will be used in the following aspects:
1.the activities and meetings of association;
2.the administrative expenses of secretariat and service charge and travel expense of staff;
3.Information gathering of economic and technology, translation, printing and so on costs;
4.The expense is used product testing and crack down on counterfeiting offenses;
5.the common expenditures are related to the association’s work.
·Section 23 activities funds and support fees are delivered to association, according to the national policy ACT; financial management practice accounting dependently, the expenditure of funds is reported to congress by the general secretary every year and accept to be supervised.

| Chapter 6 rewards and punishment | |
·Section 24
The units and individuals who make great contribution, and promote industry to develop are encouraged spiritually and materially as the association after have investigated by relevant agencies.
·Section 25 to the units and individual who violate the constitution and relevant rules or words and whose product quality harm the figure of the association and industry interests, we should withdrawal or dispose them and report to higher authorities after have been discussed.
·Section 26
The association members should be requested hand in the fees in the stipulated time, if they haven’t paid for three months, will be returned automatically.
